ICT Specialist (UNDP – United Nations Development Programme) Assignment Overview Mission and Objectives TheUnited Nations Development Programme (UNDP)is the UN’s global development network, supporting countries in implementing sustainable development solutions aligned with the2030 Agenda for Sustainable Development. In Tanzania, UNDP focuses on: Inclusive Democratic Governance Inclusive Economic Growth and Sustainable Livelihoods Environmental Sustainability Climate Change and Resilience Assignment Context This assignment supports a joint programme aimed at strengthening community resilience and government response capacities through digital technologies. The project includes establishing aMultipurpose ICT Centreat theTanzania Peacekeeping Training Centre (TPTC). The ICT Centre will serve as a hub for: Early warning systems Information aggregation Digital reporting Peacebuilding activities The centre is expected to strengthen the capacity of communities and institutions—particularly women and youth—to detect and respond to human security threats. The ICT Specialist will work closely with: Programme Coordinator – Human Security National Officer TPTC Management Government stakeholders Development partners The Specialist will also support the development and improvement ofUNDP Tanzania Office dashboards. Key Responsibilities 1. ICT Infrastructure Development Assess existing ICT infrastructure and identify capacity gaps. Design and support installation of ICT infrastructure. Establish networking systems (LAN/WAN and internet connectivity). Develop data management and reporting platforms. Deploy communication tools for early warning systems. Supervise installation and commissioning of ICT equipment. Ensure systems are secure, scalable, and user-friendly. 2. ICT Centre Deployment and Operationalization Support establishment of a fully operational ICT Centre. Develop Standard Operating Procedures (SOPs) covering:Equipment usageSystem managementData handlingReporting processes Equipment usage System management Data handling Reporting processes Integrate ICT systems with national and local early warning systems where feasible. 3. Capacity Building (Training of Trainers) Design and deliver Training of Trainers (ToT) programmes covering: ICT equipment and systems Infrastructure setup and configuration Maintenance and troubleshooting Data collection and analysis Reporting tools Additional responsibilities include: Prepare training manuals and user guides. Mentor National Officers and selected trainers. Build long-term institutional capacity. 4. Maintenance and Sustainability Develop preventive maintenance plans. Train staff on routine maintenance. Provide troubleshooting support. Recommend future ICT upgrades and sustainability strategies. 5. Early Warning and Reporting Systems Support development or customization of digital platforms for: Early detection of human security threats Real-time reporting Information sharing Enhance reporting related to: Human safety Economic vulnerabilities Public health risks 6. Data Analytics and Visualization Develop Power BI dashboards. Build interactive reports. Integrate data from:SharePointExcelDatabasesCloud platforms SharePoint Excel Databases Cloud platforms Develop business applications using Power Apps. Automate workflows using Power Automate. Define KPIs with programme teams. Train staff on reporting tools. Ensure data quality and compliance with UNDP standards. 7. Other Duties Perform additional responsibilities assigned by management to support efficient functioning of the office. Expected Results ICT Centre Operationalization Fully operational Multipurpose ICT Centre. ICT infrastructure successfully procured and deployed. Increased institutional capacity through training. Improved reporting of human security emergencies. ICT Centre operational plans aligned with Human Security Assessment recommendations. Eligibility Requirements Age 18–80 years Nationality Applicantsmust be nationals of a country other than Tanzania, the country of assignment. Required Education Bachelor’s Degree in one of the following fields: Information and Communication Technology (ICT) ICT Infrastructure and Systems Development Digital Transformation Early Warning Systems Data Systems and Reporting Related discipline Required Experience Minimum3 yearsof relevant professional experience in ICT systems development and deployment.
