Role Overview
The Business Development Manager is a senior, entrepreneurial leader responsible for driving the scaling of health products and services within the Tanzanian health market. Operating with a high degree of autonomy, this role goes beyond program management to identify market opportunities, secure strategic partnerships, structure commercial arrangements, and build sustainable revenue streams across both public and private health sectors.
Key Responsibilities
1. Business Development & Market Expansion
Identify, pursue, and close strategic opportunities to scale health products and services across Tanzania.
Translate Tanzania’s health sector landscape (UHC roadmap, PPP frameworks, health financing reforms, private sector dynamics) into actionable business growth strategies.
Build and manage a robust business pipeline across public and private health actors, insurers, employers, and impact investors.
Develop tailored go-to-market strategies, negotiate partnerships, and structure service agreements.
2. Strategic Direction & Leadership
Serve as a strategic partner to executive leadership, providing constructive insights on business priorities, positioning, and market expansion.
Represent the organization within business development networks, donor groups, and private sector forums.
Strengthen the company’s brand positioning as a trusted, results-oriented market leader in Tanzania.
3. Scaling Programs & Portfolio Delivery
Oversee the execution of business development initiatives, taking them seamlessly from conceptual design to scaled implementation.
Ensure programs are delivered within scope, budget, and agreed timelines using performance data to guide decisions.
Proactively resolve operational, regulatory, financial, or relational bottlenecks hindering scale.
4. Stakeholder & Partnership Engagement
Cultivate and manage strategic relationships with private health providers, development finance institutions (DFIs), and key NGO partners.
Position the organization as a go-to partner for health market innovation and scaling solutions.
Build multi-stakeholder coalitions and co-investment models to reduce dependency on single funding sources.
5. Funding & Resource Mobilization
Identify and capture funding opportunities from bilateral, multilateral, philanthropic, and private sector partners.
Lead the drafting of high-impact proposals and commercial business cases that demonstrate both financial sustainability and social impact.
Diversify and strengthen the organization’s financial model in Tanzania.
Qualifications & Entry Requirements
Work Experience Requirements
Total Experience: Minimum of 8 to 10 years of progressive experience in business development, health market expansion, or commercial health roles. Fundraising and Resource Mobilization Manager
Track Record: Proven success scaling products or services in complex emerging markets (Tanzania or East Africa strongly preferred).
Fundraising Record: Demonstrated experience in proposal development and securing funding from diverse international and commercial sources. Fundraising and Resource Mobilization Manager
Core Competencies & Knowledge
Health System Expertise: In-depth understanding of Tanzania’s health system, regulatory structures, private health sector dynamics, and financing frameworks.
Commercial Acumen: Expertise in deal structuring, financial modeling, business case development, and senior-level negotiation.
Autonomy & Leadership: Self-starter capable of driving agenda and strategy independently with strong personal authority.
Language Skills: Fluency in English is required; proficiency in Swahili is strongly preferred.
